Who is on GS-12
| Employees on GS-12 | 277,838 employees, 21.7% of the 1,279,389 on the General Schedule (95 GS records carry no grade) |
|---|---|
| At GS-12 or higher | 54.2% of them |
| Median full-time pay, locality included | $111,168, the median of the 122,308 full-time GS-12 employees whose pay OPM publishes, 44.6% of the grade’s 274,239 full-time employees |
| Median wage, all U.S. occupations | $50,980 a year, $24.51 an hour |
| Supervisors or managers | 9% |
| At step 10 | 11% |
| Exempt from the Fair Labor Standards Act | 65% |
| Law enforcement officers | There is no GL table at GS-12: it stops at grade 10, so officers are paid from the table above unless OPM’s 2026 special rates cover the position (law enforcement pay) |
GS-12 is the most common of the fifteen grades, with 277,838 employees in May 2026; the largest occupations are Customs and Border Protection (1895), Miscellaneous Administration and Program (0301) and Information Technology Management (2210), and the Department of Defense employs the most of them, 94,041.
11% have reached step 10, the top of the grade, the second-lowest share of any grade.
At GS-12 the overtime premium is small for an employee exempt from the Fair Labor Standards Act (the rule, and who it covers): the cap of one and a half times the GS-10 step 1 rate is 13.9 percent above the ordinary hour at step 1 and 0.5 percent at step 5 in Rest of U.S., and from step 6 it is gone — an overtime hour pays exactly the ordinary hourly rate, in all 58 areas.
GS-12, the grade of the median GS employee
45.8% of the 1,279,389 General Schedule employees in May 2026 are below GS-12 and 32.5% above it, and the median full-time pay OPM publishes for GS-12, $111,168, is 2.2 times the national median wage of $50,980 for all occupations.
GS-12 starts well above the U.S. median hourly wage
$36.64 to $47.63 an hour in base pay, from step 1 to step 10, and at step 1 with Rest of U.S. locality pay, $42.89, it pays 1.7 times the national median of $24.51 an hour.

Until 18 January 2027 a promotion to GS-13 needs 52 weeks at GS-12, with no two-grade route from GS-12 up (5 CFR 300.604; OPM’s final rule, 91 FR 65887, removes it from 19 January 2027; qualification standards still apply, and OPM says it is reviewing separately the one-year service period they have historically included).
